I spoke with my contact at CE Smith and unfortunately they do not have a pull rating for the tie-down bracket # CE26214G. However, he did say that because the brackets are 7 gauge steel, 2 inches wide you should have no problems securely tying down a full-sized ATV to your trailer.

The chock included with the # EM09160 Tie Down Kit is 5-3/16 inches wide, 8 inches long and 2-1/8 inches tall. The mounting holes are 4-1/2 inches across, measured center to center. The closer set of holes are 2 inches apart, with the distance from the first hole to the third hole being right at 6-1/2 inches, also measured center to center. You may be able to both tow an ATV trailer and simultaneously use a motorcycle carrier in a hitch adapter like the Curt # D-192 but you will want to confirm the weight capacities of your Navion and the hitch installed on it.
